Pension Reform in Ukraine: Status and Prospects

The Press Club session was organized by the Ministry of Labor and Social Policy, the Ukrainian Educational Center of Reforms, and PADCO/USAID Pension Reform Implementation Project.
Questions from reporters were answered by:
- Valentyna Seleha, Pension Reform Department Leading Specialist of the Ministry of Labor and Social Policy;
- Oleksandr Nosenko, Deputy Chief of the Pension Fund of Ukraine Main Department in Poltava Oblast;
- Nelya Pechyhina, Pension Reform Office Chief of the Poltava Oblast State Administration Department of Labor and Social Protection;
- Natalia Horyuk, Honored Lawyer of Ukraine, member of the Working Group for further development of the Draft Law “On Mandatory State Pension Insurance,” PADCO consultant;
- Oleh Mykolaychuk, Consultant in Social Issues of the Ukrainian Educational Center of Reforms.
The session lasted over two hours because local journalists had many questions. The main questions were as follows:
- Why is enactment of the pension bills balked?
- What changes will there be in case the bills are passed?
- Who controls PFU revenues and expenditures?
- Questions concerning current pension legislation.
The session was attended by a total of 30 reporters, who received answers to all questions they asked. The event organized also provided them with auxiliary information on pension reform in a form of hard copies and CD’s.
A book was also presented during the session, “Pension System. Questions and Answers.” The publication sets forth most topical issues of the current pension system in a simple but professional way.
